ECM's standard rules across Emaar communities require all pets to be microchipped and vaccinated annually in line with Dubai Municipality regulations. Pets are allowed in private units subject to Community Rules, must be on a leash in common areas, and owners must clean up — leaving waste in public areas attracts a Notice of Violation and a fine. Address Downtown can layer additional rules around hotel-shared common areas (lobbies, hotel restaurants, hotel pool) that don't apply at standard residential towers.

Tenants vs owners

For owners: you can keep a pet in the residential unit, but be aware that hotel-shared common areas may restrict pets — this can affect day-to-day routines.
Pet-friendly Downtown around Address Downtown
The Boulevard outside Address Downtown is one of the more walkable and dog-friendly stretches of Downtown. Burj Park (just east) accepts leashed dogs. Several cafés along Sheikh Mohammed Bin Rashid Boulevard accept well-behaved dogs at outdoor tables. Al Safa Park (a short drive south) has a fenced off-leash area.
